Position Description

A² Systems Engineering is seeking a Concept Development Systems Engineer for pre-milestone B space systems acquisition and development planning in the Advanced Systems and Development Directorate at the Air Force Space and Missile Systems Center in El Segundo.
The successful candidate will support creation of next generation space, ground, and related capabilities in support of the Air Force Space Command’s (AFSPC) acquisition center. Work includes:
• Creation of high level concepts in support of the AFSPC Integrated Planning Process
• Development planning for future space, ground, and missile systems resulting in viable capability options with supporting data
• Linking materiel and non-materiel solutions to warfighter capability needs through engineering studies and requirements analysis to satisfy space requirements shortfalls
• Identifying, assessing, and developing materiel and non-materiel, government and commercial concepts and assessing technical maturity details (TRL & MRL) that will support government cost estimating and military utility assessments
• Supporting prototype development for future space-based capabilities demonstrations
• Identifying risk drivers, needs, and opportunities for future systems
The systems engineer ensures development plans integrate key inputs from cross-cutting enterprise architecture analysis, reflect system engineering standards, and include pervasive technology investment areas. Concept Developers identify and report linkage between definition of needs/requirements, future systems/architecture alternatives, S&T investment, system development and demonstration, and incremental acquisition and fielding of capabilities (e.g. systems) both materiel and non-materiel.
Key products created by the systems engineer across concept development, development planning, strategic planning, and analysis of alternative work are systems engineering integration and analyses studies and capability-based development plans (DP) and Concept Characterization and Technical Descriptions (CCTDs) in support of the Joint Capabilities Integration and Development System (JCIDS) process.
The systems engineer will support overall management activities for SMC’s role in the HQ AFSPC Integrated Planning Process (IPP) and development of the Space Superiority Core Function Support Plan (CFSP) supporting the acquisition of space systems for the control and exploitation of air and space. This support includes development of SMC schedules for concept development, coordination and approvals to comply with AFSPC/A5/8/9 criteria and suspense, and review of Headquarters Air Force strategic planning and programming assessments.
The Concept Development Systems Engineer will manage the creation, editing, and completion of technical responses, packages, and documentation planning future space capabilities using a combination of the SMC OpenText Livelink content/document management application and Intelink SharePoint 2013 across unclassified and classified networks and with stakeholders across the DoD, IC, and other government agencies or communities depending on the study.
The successful candidate should have an awareness of information assurance/cyber security requirements for space systems and the importance of designing in cyber resilience throughout the acquisition lifecycle.

• Senior Level
• Master’s Degree
• 10 years’ experience with space systems acquisitions
• Current Top Secret Clearance. Eligible for SCI Access (requires SSBI)
• Civilian equivalent: GS-801-13
• Air Force Officer equivalent AFSC 63A4
• Defense Acquisition Workforce Training and Experience desired
